I suspect this varies from provider to provider.
Some will merge the permissions, however I suspect that most will allow the Athens to supersede the IP as an individual's entitlement is always greater than their locations.
Thanks,
Andrew

Subject: [lis-e-resources] IP and ATHENS authentication
Hi,
Can someone clarify this question for me please:- where ATHENS and IP addresses are in place for authentication, which one is overridden?
Kind regards
