Athens takes precedence for IOP Publishing: This allows for someone
visiting an institution as a guest to get access to content via their home
institution's account.
However, I agree with Alexander that we would not challenge an
IP-authenticated user for their Athens credentials, so the scenario above
is unlikely.

I would have thought that IP authentication takes precedence. If a
database host detects a request coming from an authorised IP address, then
they probably will not bother to challenge the originator of the request
for Athens credentials. That is what our experience here at Middlesex
suggests, anyway.

I suspect this varies from provider to provider.
Some will merge the permissions, however I suspect that most will allow
the Athens to supersede the IP as an individual's entitlement is always
greater than their locations.
