They are correct:

But the files inside 'jobs' are owned by 'root':

Looking at yum.log, I just noticed that the problem started when we
upgraded some dgas RPMs, including lcg-dgas-tools:

Apr 03 18:47:41 Updated: glite-dgas-common.i386 3.4.0-4.sl4

Is it possible that we incurred in this old bug:

Actually ownership and permissions seem to be the wrong ones:
