**Background**
The Joint IDP Profiling Service (JIPS) was established in 2009 by the Danish Refugee Council (DRC), the International Organization for Migration (IOM), the Norwegian Refugee Council's Internal Displacement Monitoring Centre (NRC/IDMC), the Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations Population Fund (UNFPA), and the United Nations High Commissioner for Refugees (UNHCR) to provide support for country teams in IDP Profiling processes. With funding from the European Commission, UNHCR, NRC-IDMC and the DRC, JIPS has worked – to date - with more than a dozen operations around the world on IDP Profiling processes.

JIPS is currently hosted by UNHCR Geneva and consists of four staff.

Since its creation, JIPS has focused on improving the availability of location disaggregated data as well as data related to gender and age. This is done through remote and direct field support missions in order to set up methodologies and tools and build capacity for profiling of IDP situations. JIPS is mostly valued for its interagency and technical nature facilitating the building of consensus in country operations on the need for profiling of IDP situations and joint ownership of results. In addition, JIPS advocates for IDP Profiling at country and global levels by raising awareness of IDP Profiling in different events, trainings and workshops. Moreover, JIPS works with a network of like-minded organizations and consortia to exchange expertise and collaborate in IDP Profiling and general data collection matters.

**Purpose of the Position**

The Profiling Adviser – Information Management Specialist will be responsible for preparing guidelines, strategies and training modules on data management to build the capacity of humanitarian actors on profiling issues. The Data Management Specialist will be part of JIPS and will report to the JIPS Coordinator. JIPS is under the overall guidance of a Steering Committee that includes DRC, NRC-IDMC, UNFPA, OCHA and UNHCR. The Committee meets on a monthly basis to support and promote JIPS’ work, and to take decisions which have strategic implications for JIPS.

**Duties and Responsibilities**

The Profiling Adviser – Information Management Specialist will perform the following tasks:

***Websites technical management:***
- Technical management of the Profiling and Assessment Resource Kit, an online inventory of profiling and assessment resources.
- Management of the creation of the new website for JIPS including the management of tendering and selection of website developers and the technical follow until the final product is delivered.
- Management of the JIPS website.

***Data analysis and field support***
Together with the JIPS team Support country teams on their request in the preparation and implementation of a profiling exercise:
- Design the questionnaire framework and draft the analysis plan;
- Develop training materials on data collection, analysis and storage (including data sharing and data confidentiality) for IDP profiling; and co-facilitate at least four on-site trainings of field data management staff;
- Ensure that JIPS and the requesting country teams have access to GIS and mapping capabilities for the preparation of analytical maps;
- Process and analyze data using statistical software such as CSPro and SPSS;
- Undertake at least three field support missions.

***Liaising with partners***
- Liaise with partners, including other information management initiatives, academia and other experts and new contacts in the information and technology sectors;
- Identify potential for collaboration on the use of technology in assessments.
- Liaise closely with NRC-IDMC to coordinate inclusion of IDP data and information on profiling exercises and analysis of information gaps into the IDMC’s database and on the IDMC’s website.

***Trouble shooting***
- Identify relevant software required and provide advice for timely resolution of all technical (including software) issues;
- Trouble shooting both within JIPS and from requesting partners.

***Other***
- Conceptualize and develop proposals in collaboration with other JIPS team members;
- Undertake other tasks as requested by JIPS coordinator.

**Requirements and Qualifications**
- Advanced degree in social sciences. Specialisation in population sciences and / or computer science is an asset;
- Advanced computer skills, including proficiency in word processing and spreadsheets and excellent knowledge of database software: SPSS, CSPRO and/or other statistical programmes;
- Experience in websites management;
- Familiarity with digital technologies. Specialized training and experience in and knowledge of ARCGIS and ARC VIEW is an asset;
- A minimum of 3-5 years of proven experience of data analysis in humanitarian or development contexts, with a minimum of 2 years field
experience; 
- Thorough understanding of inter-agency coordination mechanisms at HQ and field level, as well as forced migration and protection issues;
- Experience in population data collection, with knowledge of different data collection methodologies (both qualitative and quantitative).
- Experience in the conception and implementation of profiling exercises is an asset;
- Ability to extract, interpret, analyse and format data and to resolve operational problems;
- Excellent written and oral communication skills in English. Additional UN languages are an advantage;
- Proven ability to undertake activities through a participatory, inclusive and consultative process;
- Ability to be product/achievement oriented in short periods.

The annual salary offered is in the range of CHF 81’568 and CHF 102’189 gross (100% - 12 months’ salary), subject to taxation and social deductions.

Please note that all JIPS staff and consultants are subject to Swiss labour and migration laws. Staff and Consultants therefore should have a valid work permit or be allowed to work in the Schengen space. The employer will apply for the work permit for the successful candidate. The eventual contract however, will be subject to the authorisation of the Swiss authorities.
