You'll need to read the full report (not the "further report") linked to on that page, but, basically, the Council published personal data of travellers and their children in a committee report. The travellers complained to the ICO who agreed there had been a DPA breach, and subsequently the Ombudsman found that that breach, which inevitably also involved an infringement of their Article 8 rights, led him to recommend a compensation payment.

Does anyone have any experience of the Local Governemnt Ombudsman awarding compensation for maladminstration for a breach of privacy (Article 8)?
Can the LGO order such compensation rather than the ICO look at matters under DPA?
