some of your own coding and spm_dilate should do the trick.

Subject: [SPM] dilation of niftii with integers as labels
Dear all,
I would like to know if there is any – SPM based? - tool to dilate a niftii file while preserving discrete values. More specifically I have a niftii file that represents an atlas with a unique integer coding for each separate region and I want to “expand” this atlas. I know Chris Roden’s MRIcroN utilities but they seem to work only for dilation of binary masks.
