Subject: FW: Heritage Lottery Fund - Register of Support Services 2013 -
Tender Alert Batch 5 (fwd)
Dear list-owner
Would you please forward the message below to your mailing list on
behalf of
the Heritage Lottery Fund?
with best wishes
Debra Hiom
---
Dear Sir/Madam,
The Heritage Lottery Fund would like to alert you to two tenders that we
are
advertising through the Official Journal of the European Union (OJEU).
These
relate to membership of our Register of Support Services for the
provision of
mentoring and monitoring services on HLF-funded projects from April 2013
to
March 2016.
Mentors
We require Mentors with appropriate specialist knowledge, skills and
experience
who are available to support projects across the whole of the UK. The
mentor
role on any individual project will be defined at the time of
commissioning and
may be at any one of three stages of our grant making process:
* Mentoring organisations who have received a 'first round pass' to
develop
their project towards their second round (full) application to us;
* Supporting and mentoring successful delivery of the projects we fund
* Mentors may also be asked to provide expert advice on applications for
funding for projects that they have not previously worked with.
A single Mentor may be used in one or more of these stages so you must
be able
to demonstrate Mentoring skills and be an expert in your specialist
area(s).
Monitors
We need external specialists with appropriate knowledge, skills and
experience
to work as Monitors to help us monitor the successful delivery of the
projects
we fund. Monitors will be deployed by exception to manage risks to HLF's
funded
projects and to ensure that difficulties arising in projects are
resolved in a
timely and effective way. If you wish to be considered to provide
ongoing
project management support for projects in delivery you should also
apply to
the Mentor register.
The categories of specialist knowledge, skills and experience are:
1. Project management of capital/conservation projects involving
heritage
buildings (including those in use as for heritage purposes e.g. museums,
archives, visitor attractions, or non-heritage uses e.g. places of
worship,
community spaces, theatres), monuments or heritage sites (including
archaeological and industrial sites)
2. Project management of capital/conservation projects involving parks,
designed landscapes or countryside
3. Project management of capital/conservation projects involving
industrial
machinery, ships/other vessels, vehicles (road and rail) or aircraft
4. Project management of large and/or complex activity projects (i.e.
projects
not focussing on capital or conservation works) in any of the heritage
areas
listed above, including education and community projects
5. Project management of large scale digital projects
Framework Agreements
Both will operate as framework agreements, commencing 1 April 2013 and
lasting
for 36 months.

Information About the Pre-Qualification Questionnaires
The Pre-Qualification Questionnaires (PQQs) are on the procurement page
<http://www.hlf.org.uk/aboutus/FOI/Pages/Procurement.aspx> of our
website under
the "Tenders" section. There are English and Welsh versions for each.
To record your interest, follow the link to the Mentor record of
interest
<http://www.mytenders.org/search/show/search_view.aspx?ID=MAR072888> or
the
Monitor record of interest
<http://www.mytenders.org/search/show/search_view.aspx?ID=MAR072868> .
The PQQs have deliberately been designed for use as spreadsheets to
allow for:
- simplified entry e.g. drop down boxes;
- standardised content (character limited boxes);
- data to be easily pulled through to spreadsheets further downstream in
our
assessment process.
They were created in Microsoft Excel 2007 for personal computers. If you
have
any problems using either, please contact [log in to unmask]
<mailto:[log in to unmask]> or [log in to unmask]
<mailto:[log in to unmask]> depending on the PQQ that is causing
difficulties.
Queries
Throughout the notice period, you will be able to raise questions.
Please email
them to [log in to unmask] <mailto:[log in to unmask]> or
[log in to unmask] <mailto:[log in to unmask]> .
We shall provide a Frequently Asked Questions (FAQ) document on the
procurement
page <http://www.hlf.org.uk/aboutus/FOI/Pages/Procurement.aspx> of our
website
to address these. The FAQ document will be in the Tenders area of this
web
page and will be updated periodically.
Thank you for taking the time to read this message; and good luck if you
decide
to tender.
Kind regards,
Yumna Zain
