We have 2 ways round this issue for exactly the reasons you stated. Firstly, one head of department still prefers to email all staff anyway and then the email contents are copied&pasted into a blog post as "backup". Secondly, we had a meeting with all cataloguing staff to introduce the new blog, circulated emails about it and encouraged everyone to either set up a feed reader and get updates from the blog that way or to subscribe to the blog directly (it's a WordPress hosted blog) so that they are notified by email of any new blog posts. For this reason (to avoid overloading people with email notifications), we try not to update the blog more than once a day and in reality it is much less frequently than that, possibly not even once a week.
