I have experienced similar issues in EBSCOhost databases. If I open an PDF within the browser on the EBSCOhost platform, then there is no save icon in the Adobe tools that are visible but EBSCO provide a Download PDF option and then once you have downloaded you can use the file > save as option in the browser. Other option for user is to mail it to themselves. It's not ideal but I do think it is an issue with Adobe X and there is some discussion on the Adobe forums at http://forums.adobe.com/thread/757081

We have been experiencing this problem for some time now at Imperial, and our acquisitions team have reported it to ScienceDirect on several occasions, but we are yet to see it resolved. ScienceDirect claim it's a problem with Adobe X, however we don't seem to be having this problem with any of the other publisher e-journal sites/platforms, when using Adobe X. Personally I think it's to do with compatibility with their website, I notice if you hover at the bottom of the screen the print/save options don't appear like they should.
My impression is they are not going to try and sort this anytime soon, however if enough people report the problem maybe something will be done. I really do hope so because we keep getting more and more users coming to the desk about this problem, and we have enough signage as it is.
Our solution to users in the meantime is for Internet Explorer, to right click on the PDF link and select 'Save Target As' in Firefox, go to 'File' in the browser menu, and select 'Save page as'.

There is certainly a known issue with Adobe X and saving PDFs because in Adobe X the save icon is greyed out. ScienceDirect had more info here:

Hello,
We have recently been getting reports from staff and students being unable to open any PDF documents from ScienceDirect.
We are still trying to collect more details about this, but in general it appears to be happening on Windows computers in Internet Explorer using the Adobe plugin. In general, right clicking the PDF link and using the save as option works, but there are some rumours that even this fails in some cases.
It looks as though some other Universities have already started alerting their students to this (e.g. University of Buffalo: http://libweb.lib.buffalo.edu/blog/alerts/ ) so is this now an official problem? We have heard nothing from Elsevier on this issue ourselves.
Is anyone else experiencing this issue too?
