I would just like to point out another issue here: There was a similar
discussion about the SOFA license on the astropy mailing list, and it
seems that SOFA cannot be used within astropy as long as it keeps its

for the discussion.
I think it would be against the idea of SOFA ("establishing and
maintaining an accessible and authoritative set of algorithms and
procedures that implement standard models used in fundamental
astronomy") if its license would hinder it to be used in the current
developments of astronomic software -- may this be ASTlib or AstroPy (I
would not count DS9 as a current development :-) ).
This would lead to individual implementations of the procedures
originally found in SOFA, causing double work and the danger of wrong
results which would be bad for the whole community.
