Oh what a minefield your OH situation is . You will have to review each one individually and advise accordingly .However with a pattern you have mentioned then the company will have no option but to put training in place etc etc or else they will breech their duty of care if they put staff into work roles/ situation of which they(company) know they lack the skills / capability etc to do .
I would love to know the industry you are working in without given the company name away.
