My only knowledge thus far is that when you delete the cookie, it terminates the login session - this is from having had to repeatedly test stuff when it's not been working recently. Saying the cookie is used to facilitate single signon between electronic resources would probably cover it.

but there's this pesky EU directive that, by some readings, suggests I
need to at least document cookie use. I'd rather not have to work it out
by experiment.
