Tom, Repositories have tended not to act as complete CMSs, but that may have changed with SWORDv2, which is now available with DSpace 1.8 and EPrints 3.3.

This blog post also describes how we extended SWORDv2 to work with new deposit tools. Those applications may be of less interest to you, but demonstrate the principles on which to extend repositories as full CMSs.
