Hi,
I think one solution may be in the use of social media. However, some (facebook, twitter) are generic and quite chaotic, you can find others that are dedicated to some purposes. For books, I suggest anobii(.com), also available on smartphones (iphone and andtroid phones).
Essentially you can create your own library and a wish list. Of course, you can search in the libraries of your friends. I think you can also search your friends ("users" to use a social media jargon, or "colleagues" for what you might have in mind) by book, but not sure of this.
Hope it is helpful.
Best

This must be a common problem - what is the best way of solving it?
A group of people each have books that others may want to borrow. We
want a web-based way to store this information so that I know whom to
approach to borrow a particular book.
Any ideas please?
