I'd say the exact opposite - I want RAID cards because once
they're set up you just see a single logical disk, don't
need to handle the install specially, can easily be booted
off, and they make hot-swapping disks very easy. Software
RAID is OK, but it's more faff, especially in the case of a
disk failure.

The latter - everyone's DRI funding bids were modified to
include money dedicated to buying the appropriate boxes,
so each site will buy them themselves, so all the warranty
stuff etc. works nice and easily.
