Yes - it is unfortunate because if yaim (or equivalent) became
unavailable, then we'd maintain
it (or equivalent) just for our site. Assuming all other sites do the
same, it's easy to see that
we'd soon end up with twenty different yaims (or equivalents) and we'd
spend (say) twenty
times the current effort to maintain them.
The effort would be "smeared" across all the sites, making it
unmeasurable, which would give the
absurd impression to project managers that it's costless. Job done ;-)
