My partner is Finnish and lives in the middle of nowhere - they swear by wool socks, felt liners for welly/work boots, felt trousers plus wool thermals (we were cross country skiing/dog walking in knee deep snow wearing leather boots last week, only a mild minus 8 - wool is GOOD - my feet were warm and dry!) ;0)
There is a type of wool called merino that is finer so thinner which with a thicker wool pair may give extra warmth (suggest designed for hiking so has extra padding at heel and toe area.) They cost £15-20/pair but good investment.
Alternatively, try boots aimed at the Scandinavian/Canadian market that have a furry wool or felt lining.....
