Dear Angie,
Welcome to the list. My immediate thought is that an organisation
shouldn't be developing an online strategy in isolation. It should be
developing a public engagement strategy, and digital and online channels
are just some of the ways that the strategy can be delivered. This is
something that we all agreed at the Let's Get Real conference last year
(organised by Culture 24).
Not much real help to you though!
