I'm not sure I'm following you on this.
Imagine that you have an OWL class for "documents" that are defined in OWL as having at least one "author" statement attached to them.
Now, consider an RDF data set where you have an instance of document with no author attached to it.
An RDF/OWL validator would not infer that the dataset is inconsistent. It would basically just prepare itself (or the data store) to return the document among the results for a query that searches for anything that has an author.
Or at least that's what it should do if it complies with the spec.
But again maybe I've not understood where you started from...
