Again probably not answering the question exactly, but the field of system dynamics (try John Sterman, Donella Meadows as starting points if interested) is good for reasons (and examples) why
legislation often doesn't work anyway e.g. birth control in Romania, crime prevention etc, and for why things like education (aka propoganda or brainwashing, in other circumstances) often ends up being the best answer. Most of the research has been business management motivated, but maybe a lot of it concerns more the mechanics than the economics.
So a bit less academically, maybe try Freakonomics, then follow up the 'younger man* about the modern economics department' for more financially-driven leads.
