Invited Speaker: Dr Stirling Bryan (Director, Centre for Clinical Epidemiology & Evaluation Vancouver Coastal Health Research Institute and Professor, School of Population & Public Health University of British Columbia)
Title: 'Innovation' in health care: All talk and no substance?
Summary: There has been much discussion recently about 'innovation', or more precisely the lack of it, in terms of new pharmaceutical and device technologies entering the health care sector. The concern has been expressed in terms of national guideline bodies, such as the Common Drugs Review (CDR) in Canada and the National Institute for Health & Clinical Excellence (NICE) in the UK, applying strict cost-effectiveness criteria in their decision-making and, therefore, failing adequately to recognise the full benefits that come from innovation. In order to begin to explore the legitimacy of such claims, we first need to define precisely what we mean by the term innovation, and second, the basis for assuming an independent and separable social value associated with innovation needs to be explored. This paper considers both the definition question and the social value claim on innovation.
