Abstract
In this seminar, Rob Gifford will look at the argument for targets within road safety and how politicians approach policy formulation. He will offer a criticism of the current DfT Strategic Framework for Road Safety, attempting to situate the document within the other priorities of the government: localism and deficit reduction. He will also explore public statements from Ministers such as "ending the war on the motorist" and assess the suggested policy options of increasing the motorway speed limit and altering the frequency of MoT tests. Finally, he will offer an insight into the forthcoming Transport Committee inquiry into road safety and the joint submission from 15 professional organisations to the Committee
About the speaker
Robert Gifford is Executive Director of the Parliamentary Advisory Council for Transport Safety (PACTS). PACTS is a registered charity and associate Parliamentary group advising MPs and Peers on road, rail and air safety issues. Its charitable objective is "To protect human life through the promotion of transport safety for the public benefit". Its areas of activity comprise air, rail and road safety matters.
He has held this post since May 1994. As part of his work, he is a member of the National Driver Offenders Retraining Governance Board and of the ORR Rail Industry Advisory Committee. He is a member of the Motorists' Forum and was involved in the DfT Red Tape Challenge. For a number of years he was a special adviser to the Transport Select Committee of the House of Commons and a member of the RSSB Safety Advisory Committee.
He is a regular lecturer on the transport safety conference circuit and a contributor to the media.
Prior to PACTS, he taught English for 13 years and spent six years as a policy officer with the National Union of Teachers. Between 1987 and 1995, he was a councillor on Milton Keynes Borough Council, including three years as Leader. He is still active in local politics, serving currently as chair of Stony Stratford Town Council, a position he has held since May 2001.
In terms of transport use, he holds a driving licence, commutes to work by train and tube, cycles occasionally and walks. He is married and his personal interests include cooking, gardening and the performing and visual arts.
