Here is my report about the responses that I got re research allowance. The picture is rather diverse. I had responses from 20 institutions (including my own). The majority have straightforward annual personal allowances to cover conference attendance and partly also other research costs/trips.
These allowances vary: £200 (2) £200-300 (1), £300 (2), £500 (6), £600 (1) £750 (1), £1000 (1). Some are backed up by the more or less vague possibility to apply internally for other funds on top of their personal allowance, more or less competitively.
Some institutions specify a maximum amount that can be granted either first come, first served (1; up to £500) or with application on a competitive basis (2; up to £1600/£2000). These are not personal research allowances.
Other institutions seem to follow a less spelled-out practice - reasonable amounts can either be retrieved when needed (2), or an unspecified amount can be granted when applying on a competitive basis (1).
