Hi Anna. Chris Rorden's dcm2nii script run from command line should do the trick, and output bval and bvec files.

Subject: [FSL] Philips Par/Rec Files and Gradient tables
Dear FSL Mailing List,
I have been having some difficulty extracting the gradient table in the correct format (.bvals and .bvecs) from par/rec files collected in a Philips scanner. I have tried the dcm2nii gui which successfully converts files to nifti, however, it does not create bvals and bvecs files. I have also attempted the DTI Gradient table creator in Matlab (http://godzilla.kennedykrieger.org/%7Ejfarrell/software_web.htm#DTI_gradient_table_creator), and while this was successful in forming a gradient table, it is in the .mat format.
Any help on how to extract bvals and bvecs files from par/rec in a relatively streamlined way would be very helpful.
