You may want to investigate iRODS. iRODS is the "integrated Rule-Oriented Data System", which is open-source software created by the DICE foundation. It comes out of work on SRB (Storage Resource Broker) at the San Diego Supercomputer Center. This means there is well over a decade of experience behind managing, "primary data", as you put it, with these two sets of middleware.
iRODS is a "Policy-based Data Management for managing community driven collection life cycles". It is used to help researchers, archivists and others manage (organize, share, protect, and preserve) large sets of computer files. Collections can range in size from moderate to a hundred million files or more totaling petabytes of data. iRODS can manage many tens to hundreds of millions of files. There are also situations where it can be worthwhile to use it with smaller collections of just a few thousand files.

We (at DICE) just released version 3.0, which has created a few changes to the system , but the overall concepts are the same.
