Have you tried contacting the still-running power station at Mary Tavy? They also look after the other stations in the area, including Morwelham and may well have such drawings.

It would do you no harm to contact Gilkes directly. The Kelly Mine Preservation Society have a Gilkes turbine and the company provided them with working drawings to help with its restoration only a few years ago.
They also had company records of the replacement of a Vortex turbine purchased in 1915, with a Turgo in 1920.

Dear List,
I'm trying to locate good copies of technical drawings for water turbines by Gilbert Gilkes & Co of Kendal,
who supplied a pair of 320kW Turgo Impulse turbines for the Morwellham Power Station in West Devon,
in 1933-34.
Any ideas? The company's current website is unhelpful, concentrating on new kit, not old plants.
