There are at least two examples of binomial models included with Open BUGS:
Dogs: loglinear model for binary data (Examples I)
Seeds: Random effect logistic regression (Examples I)
I think the seeds example is similar to what you're looking for. It's a
binary response model, and the the b's and alpha's in the model are all
essentially random effects of different factors.
For more help, you should repost with additional info on your data/project.
