The EU decides what is exempt and what isn't. Countries can set the rate but have virtually no flexibility on what is in and what is out - or so the Government claims. So I'm not optimistic....

Dear Charles
It seems unlikely in the current economic climate that VAT charged on the sale of a product in such a rapidly expanding market will be abolished. However, is there any scope for the Government to consider abolishing VAT on the sale of ebooks to academic institutions?
