Yes they have adopted UKWIR but seem to have cast aside common sense risk assessment.
Its like going back to the good old days of ICRCL! I wonder how many sites were remediated in the early 90's with 1m capping due to an arsenic level 1mg/kg over.... I can think of a fair few.
IMO the assessment form needs more spaces to fill in detail opposed to y/n answers. The HBF have challenged them and will be trying to resolve issues sooner rather than later to save their members money from being wasted.
When challenged UU will eventually take up the proposals - its the time spent doing it for the client which is a real pain.
Regarding cost - its about 5 to 6 times the cost - so on <4 residential plots not a big deal.... 400 plots somewhat different!
Gone are the days where a house builder would just spend money to get the scheme started - margins are tight so a saving of say £25k on a site is significant. Even more so when you look at the GI cost - on most occasions less than the saving!
I suspect a revised form will be produced shortly....
