Lovely idea. But the concept of universities working "in collaboration with each other" seems alien to many of them.
They usually gang up only so that they can pick others in the same area. As in the Russell Group.
You can spot the same behaviour in the institutions and learned societies: far too many duplicated activities that fail to achieve critical mass on their own.
So, my advice would be to make the case for collaboration.
One way to push this idea might be to suggest that they contact, and learn from, bodies that are already in the game and that will not be direct rivals. The first such body that always comes to mind is the British Science Association. At one time the government department responsible for such matters had some fine and very capable folks who could play the go between. And use a fed sticks and carrots to make things happen. I haven't seen much sign of similar activities in recent years.
