I think it very much depends upon the circumstances and what you are looking
for. For example, if I am asked by a client to investigate a suspected
occupational skin problem I would certainly be looking at a specialist, in
this case a dermatologist specialising in contact dermatitis (and they are
few and far between!). A GP would be unlikely to have either the knowledge
or the facilities to carry out a full clinical diagnosis, including
differential diagnosis, patch or prick testing, etc. I can imagine that in
similar circumstances, but involving perhaps a different health problem, you
might wish to contact the appropriate specialist.
