That is the perpetual sticking point yes!
When it comes to web publishing I often think that the debate about standards assumes the solution has to be incredibly complex.
Maybe it is one of those scenarios where if everyone just got on with it that a workable standard would evolve naturally (yes I know, incredibly naïve :) )

I think you might find that the hardest part is not writing the plug-ins, but agreeing what Standards to use.
If you could sort that out, then making it all work together would be much simpler.
