It's common practice, though it may not be universal.

Dear colleagues,
I was recently discussing the topic of publishers sending out free
inspection copies of texts to university and college staff, and it was
brought to my attention by a colleague that, at least on one occasion, a
book was accompanied by a covering letter stating that it was understood
that the book in question was sent out on the understanding that it
would not be added to a library collection.
Would any of you know whether this is a publishing industry standard -
or was it just one publisher being stingy?
