I would just like to point to a few headlines that tend to get lost in this wealth of information.
1) Terminology
Using the right headlines is crucial in this area. In your question, you asked about 'Description Metadata'. As you will know, it's important that this headline is used so that everyone knows that we are not talking about metadata that is used for Administration, Rights, Technical information etc.
2) Adoption ( see http://www.digitalpreservation.gov/formats/sustain/sustain.shtml)
This is a crucial factor of course and I would like to know from other MCGers if any research has been done to find out the uptake of different schemas in different sectors and, if so, what are the links ...
In the wider world, the most common simple metadata schema for images is IPTC from the Photo Metadata Working Group of the International Press Telecommunications Council (www.iptc.org). Guidance and tools are available here - http://iptc.cms.apa.at/cms/site/index.html?channel=CH0099 .
This schema is applied to millions of images across the globe - and is the standard way for photographers, press agencies, and businesses to transfer basic rights and descriptive information about images (i.e. within the digital image file itself). It is a schema that is usually adopted in parallel with organisational metadata schema.
3) Cultural Heritage: Here are a few other links that mainly relate to cultural heritage metadata
The CH metadata queen is Murtha Baca at the Getty Institute in the USA. She has done a superb crosswalk between CH metadata schema (http://www.getty.edu/research/publications/electronic_publications/intrometadata/crosswalks.html). She also edited the following books :
