It is perhaps worth noting that RFC3177 has been obsoleted by 6177, which says:
"Moreover, this document clarifies that a
one-size-fits-all recommendation of /48 is
not nuanced enough for the broad range of
end sites and is no longer recommended as a
single default."

RIPE-512, which I mentioned earlier, also states that whilst anything larger than a /48 needs to be justified, the exact prefix handed out in the LIR-to-ISP boundary is not fixed:
"There is no specific policy for an organisation
(LIR) to allocate address space to subordinate
ISPs. Each LIR organisation may develop its own
policy for subordinate ISPs to encourage optimum
utilisation of the total address block allocated
to the LIR."
You could probably also extend that to the internal assignments.
To be clear -- if you can justify more than a /48, we will work with you and RIPE on your assignment plan, but it does require a bit of extra effort. :)
