Split-100 was introduced at the request of the University of Queensland, as it was the scoring method they used with their own paper-based peer assessment process at the time. For me, the real difference between the two methods how students approach/perceive the assessment.
With Split-100, it's explicit that the students are scoring their peers using a percentage of the overall effort, and as a bonus, they have a finer-grained control of the marks.
With the Likert scale, students give a more absolute score for the contributions and Web-PA then calculates the proportion automatically. In my experience, most academics opt to use this method.

There may be things I can use there as well especially as I'm talking about the overall benefits of peer assessment. Perhaps you or someone else in this group can answer a question for me (hoping its not a daft question)concerning the split 100 scale, why would I chose this instead of sticking to the Likert scale?
