Hi Ken,
I don't know if it's what you are after, but we have been working (with some modest success) to change government policy on labelling of consumer goods and other aspects of information design by business and government. The work began in 1985 and continues to this day. There are a lot of research and policy papers, a report of a national forum on the subject, various opinion pieces, examples of legislation, etc.
Most of it is in the public domain and available on our web site. Is this what you are after?
