It doesn't matter if the user doesn't understand it the important thing
is that it stays consistent in case she does end up understanding it.

If the user sends that ID it will just be sent no association is saved

yes if all goes well and we know it then the association is enabled.

No it remains disabled. The user can re-enable it by selecting "send
and save" at some point in the future.
