I absolutely agree Steph - the majority of our journals are online, and our e-book collection is also increasing, so a large amount of our stock is actually not accessible to emeritus staff.
In terms of staff retaining their email addresses to be considered members of the institution, I don't think it is that simple - many licences stipulate that only paid employees can eligible to access e-resources; so any honorary or associate staff are excluded from this.
I think its a problem which is going to only increase - there are implications for tutors supporting students in collaborative agreements, community initiatives and many other scenarios, but I also know that some suppliers are aware of these issues and actively working towards trying to find a solution!

Yes, indeed. Presumably one key to all this is for emeritus staff to
retain their institutional e-mail addresses - for the institution to
consider them still members of the institution. Or would that not work?
If not, we shall just have to lobby continually with all the providers.

I think the licensing of e resources is really changing library
services and access for many outside the 'core' groups of users. I
have been looking at interlibrary loans - see worrying statement from
the USA by the Association of Scientific, Technical and Medical
Publishers that could effectively end interlending. This blog post

I hadn't thought about alumni, emeritus staff etc in this context, but
it seems to me that the benefits of being offered continued access to
an academic library are, potentially, severely restricted with regard
to access to current research information held in electronic format
not being available.
I dislike the the erosion of the rights of libraries to make decisions
to make decisions about who is allowed to see the information they
hold. This seems to me to be a significant change which has been
creeping up on us over many years.
