I also thought it was Wenham but Briggs records that he was appointed H.C.A.G.Tel in November 1971 (Briggs, Vol.V: 969).
Grist gets a mention in Lindley's 'Panorama: Fifty years of Pride and Paranoia' and also Wyndham Goldie's 'Facing the Nation'.

I think Brian Wenham may have been H.C.A.G. Tel in 1971. See Independent online obituary, 10 May 1997.

H.C.A.G.Tel is Head of Current Affairs Group, Television
H.P.P.G is Head of Programme Planning Group.
I don’t have staff lists but Peter Dimmock was HCAG.Tel for a time and Joanna Spicer was HPPG.Tel for a time, at about the period with which you are concerned, if I remember correctly.
