I haven't fully read up on all the nuances of the ID Card conversation,
but if we are talking about creation of identity to the right endpoint,
the SCIM *draft* not-yet-a-protocol protocol has some interesting bits in
it that may be relevant here.
http://www.simplecloud.info/ is the site and contains use cases, schema,
and a proposed API.
The effort around developing the spec is ongoing.
In a nutshell, SCIM's reason for being is to simplify the provisioning
process and gain some consistency in how this is accomplished.

I recognize that there are timing considerations regarding readiness of
SCIM and what utility it has to this effort, but still thought it worth
mentioning in case there is a opportunity to see if there is a worthy
convergence point in the future.
