Hi Seb and Wendy,
If you haven't seen it, this archived page may be of some interest.
http://webarchive.nationalarchives.gov.uk/+/http://www.cultureonline.gov.uk/index.html
I thought it ran from about 2003 or 2004 to 2006 (5 years is a long time in digital projects, I suppose). The commissioning process seemed a bit odd at the time (I was then working on a NOF-Digitise project in an institution that tried 'expressing interest' as part of a partnership).
Strangely, it came up in conversation over drinks in a park a couple of weeks ago.
I think I had saved material about it on my PC, but it was 4 computers ago and I think the files were archived onto a hard drive that broke.
I can't remember if negative criticisms made it into print. There was a feeling that one shouldn't criticise previous funding for digital culture projects at a time when such funding was vanishing.
I would be interested in reading any reports that anyone digs out.
