I believe that Askews and Holts were looking at building in a payment option (possibly using Paypal), but I don't think that any authorities are currently using it.

Exactly as Fiona states. We looked into it and as Overdrive had no
customers running a paid model we didn't really see a feasible technical
solution. Askews may have a solution with their ebooks offer, but not
that I have heard.
