If you want to know how NOT to deal with this problem, Google 'Asians in the library', to view a shocking an infamous vlog from a UCLA student, and then look for Jimmy Wong's humorous song, by way of response.
But seriously, where to start? Notices will be very much ignored (especially those exhorting people not to do what they should already know not to do in the first place!), so I approach people on an individual basis and have a word. The reactions are the same for when interrupting normal talking, ranging from profuse apology to dismissive and reluctant compliance.
I tend to mentally time the conversations, and if they exceed about a minute (ie did you remember the milk, dear?), then I will approach them. I will also say something if someone is continually getting messages with a very loud alert tone. I must admit on some days I don't have the energy to police this problem, which as you say seems to be burgeoning.
Some people with the best intentions exit the library only as far as the foyer, and carry on very loud and protracted conversations standing in front of my enquiry window - I have a sign in the window that I draw their attention to, then they normally step outside to the corridor.
So no easy solutions, except constant and gentle reminders, in the hope that the word will spread, and culture will change. Despite my off days, I think that overall we can reverse this trend. I think part of the problem is also people needing to relay information on their screen to a third party. Especially in small libraries such as ours, there is only one space for computers, as well as for reading and study areas, and it should be given over to those who want to catch up on reading or study in a conducive environment.

How many of your readers use their mobiles for speech in your library. We seem to get more and more who think it's perfectly acceptable to chat away in the Library. We have notices about mobiles but they seem to be ignored. Does anyone else have this (burgeoning?) problem?
