I have always been in favour of including the subscription in the membership - it is common practice and helps support the other societies to which I and other colleagues belong. But there is the issue of expense for members from some countries and students. In the fulness of time journals often make considerable revenue for societies - enough to allow some subventions for special categories of membership - but initially perhaps there can be a special rate for members on reduced incomes that might not include the journal? We already have a hardship system in place that could, possibly, be extended to cover this?

Considering the ongoing revolution in publishing structures and the severe challenges that digital scholaship faces in terms of the at presently unnegotiated division of labour between the work of publishing firms, libraries, and scholars, I also find this a possible solution. However, adding this cost to the general member's fee could be problematic since it would probably lead to a diminishing membership. Would PhD. students for instance be able to afford to subscribing. Would members be willing to add this cost to their subscription?
My best alternative solution would be a green Open Access model hosted by IRSCL. I suggest that before the general meeting the IRSCL board should try to find out as musch as they can about the advantages of different digital digtital models of scholarship. This is necessary before the general memebership can make up its mind. For instance the benefits of so-called green versus golden Open Access will need to be considered.
We are living in a time when 'information wants to be free'. This should also be reflected in the final decision.

I can't be at the Congress but I wanted to feed in that I would fully support linking the journal subscription to our membership. This is done for the other associations I belong to and I really value the convenience, and don't find the added subs costs prohibitive for what we get in return.
