actually, i am just starting up such a comparison, together with people 
at the centre for science & technology at leiden university (they are 
responsible for the dutch research evaluations), looking at what 
rankings do to public service organisations. next tuesday at the said 
business school in oxford there is also a workshop on rankings, see
