If you engage a drilling contractor do you not have a H&S responsibility? Check with your insurers.....I did a long time ago. You need full time supervision.
Reminds me of a contract in blackpool. Client appointed a drilling contract via a fairly large engineering practice. Ten holes to 10m. On third day engineers rep turned up whilst drilling his last hole. Was seen filling a U100 with sand from a bucket. Could not answer how he managed to drill so quickly despite only having 6m of drilling rods.
Lots of other similar stories.....
It wont change.....but it really should.
