Exactly what constitutes a "suitably qualified and experienced" is another issue entirely. Without any industry-wide accreditation / chartered institute in place, it makes trying to prove a ‘cowboy’ very difficult from experience.
If anyone has successfully managed to challenge someone’s qualifications and experience I’d love to hear from you though!

I agree with below.
Our conditions do state the work should be undertaken by suitably qualified and experience staff but considering I am now the only CLO here to do both Part 2A and planning work do not have enough time to check the staff on site.
Industry is in a better position to take action over this than we are.

the problem is as regulators we wouldn't nessecarily know that this has been done (im sure not everyone who does it is foolish enough to put it in the report)
then there is also the issue that manu LA's donot employ a dedicated officer for land contamiantion and the reports are skimmed by EHO's doing land contamination as a small fraction of their work
this issue has been brought up on the list before and unfortunatly it is not just the regulators who need to stamp it out. The industry also needs to help educate the customer as to what they are paying for and why unfortunatly cost is an issue to your customers they need to know why the extra expence is worth it.

A developer has highlighted to me that some consultants don't supervise the drilling of 'window' sample holes!
Those familiar with small diameter percussive holes will instantly flag the issues with this practice.
It appears that a subcontract driller logs on site and then transport the samples back to the consultants office for logging and sampling. It actually states this in the interpretive report.
Clearly there are many issues with this.... mix up of sample within the liners, sample preservation and missed observations from the drilling progress on site / odours / small lenses etc.
Can I bring this to the attention of the regulators - we really need to stamp this sort of practice out as the results will be pretty meaningless IMO.
Yes engineering supervision does cost, but on such an important exercise cost should not be an issue.
Comes back to 'rubbish in rubbish out' when it comes to modelling on naff field data.
No wonder I often loose out on competitive tenders when people are saving the cost of an engineer on window sampling jobs!
