Sir,
You could look in one of the local authority guidance documents. The Leicester county council is a good one as it is on line.
Any problems come back to me or call me and I try to help.

Subject: CBR Test & Pavement Design
Hi,
Is anyone aware of any straighforward guidance for determining thickness of
sub-base in the construction of access roads/pavement, using cbr test
results. I'm told there is some NHBC guidance, but cant find anything.
Thanks
Kevin
