There is an American company who makes mounts for a variety of scenarios, including in-vehicle and military:

Their products are very good (I use one in my Land Rover for off road driving and the netbook doesn’t come out), and they may be able to utilise a combination of mounts they produce for varying applications to meet the need.

Subject: Mounting of Future Pad
Dear All,
I have a child who uses a Future Pad 2 with the Bumpers (as shown in the image on this link: http://www.smartboxat.com/products/futurepad-2/) as he is ambulant around school, but uses a wheelchair for longer distances. The Smartbox version with the mounting plate is not suitable.
His Mum would like the device to be mounted to his wheelchairs (a Blade Plus and an Action 3 Junior) as she is worried that it may be dropped and broken. I therefore ideally need a system that is transferrable between the two manual chairs but also keeps the Future Pad as a portable device with the bumpers on. I have thought of using a Daessy laptop mounting plate with a Daessy mounting system, however due to the webbing by the castor housing on the Action 3 Junior it is going to be difficult to mount the device.
Has anyone done anything similar or have any ideas?
Many thanks
